I have a english friend who has 400 quid he wants to spend on a good gaming laptop. 400 Quid is 640 dollars. Does anyone know of any good gaming laptops that can run good/newer games for that price range? Something that could run Steam and also run Minecraft at least?

You will not find a true gaming laptop for that price with a excellent processor and a discrete / dedicated graphics card chip set needed for gaming. Suggest he save up a bit more and buy what he actually needs for a gaming laptop since he can not upgrade it later.
