A brand other than Apple. I think Toshiba, Lenovo, and Acer might be good but I'm not sure. I'm currently looking for a new laptop to replace my old one, but my budget is no more than around $700.

Apple is generally the best hardware, and ridiculously high in price for the performance. Thinkpad T series is next. Then the rest of Thinkpad line. Then probably MSI who designs and builds their own. Asus partners with their former subsidiary Asustek. Ideapads have a goal of value in audio-video, but do not compete on gaming at all. Almost everything else in the industry is designed and manufactured by companies like Wistron and MSI, and Asustek, and Quanta and Compal, and I think HonHai-Foxconn is getting into it, and maybe Flextronics. What you buy is a brand name, and how much testing they require. HP bought Compaq and reduced their design work and are now just a big Acer who slaps labels on the OEM products. Dell does some internal testing and is more strict about what is used, but are priced too high. Not sure about Samsung, but they have a small market share.
I can suggest what I do in recommending.
1) Look at the latest reliability/service survey: http://www.pcworld.com/article/211402/reliability_and_service_laptops.html
HP is at the bottom. Dell is lower than they should be. (You could also search for Dell settlement of New York State lawsuits. They cheated customers.). Lenovo product lines are very different from each other.
2) Decide the size you want.
3) Be ready to measure CPU+Graphics. Although not the most complete nor 100% accurate, I use http://www.cpubenchmark.net/
4) Watch for the hidden info. Gigabit vs 10/100 ethernet. size and weight. HDD speed. Web Cam megapixels. Audio speaker brand. Keyboard features.
5) Choose one. I often start with an on-sale Lenovo Ideapad like the Y570 or Y470 for a 15" or 14". They gives a premium audio, some extra features, midrange CPU. Often a decent graphics IC. Then find another system and compare the two. I recently worked off-line to make a recommendation to a college student in Quebec. Checked Lenovo, Toshiba, Newegg, Tigerdirect, Amazon for the best laptop at around $750. I allowed for all brands but used details of features. It was down to an on sale Y570 (15") and an Asus refurbished 17" about 8 months old gaming laptop. The Asus won as a better CPU, Graphics, and matched or beat specs otherwise. He did not mind that the PC weighed about 8 pounds and is 2 inches thick, and is taking the chance on only a 3 month warranty. Every other $750 laptop had at best Class-2 GPUs. Usually there were other weaker features. The Y570 had a GT 555M. I found good $600 PCs also, as non-Lenovo. So, start at Lenovo.com and find the best Ideapad that meets your budget on sale, and then try to beat it. You can post your top 3. I do not state to buy Lenovo. I say compare it using all the specifications. You need to state your country to know pricing and available stores to buy them. I priced for India, Canada, and UK, as well as USA. Lenovo Essentials = Acer = Dell = HP = Toshiba more or less. You are buying only label+customer service+how good they are at specifying a product for design. HP uses the same shell too often. They throw in an Intel i7 in a system designed for i3 cooling.

I want to buy a laptop for regular use. My daily usage of laptop will be 8 -10 hours. I need laptop for playing games, softwares and internet in it. My budget is between Rs. 20,000 to Rs 30,000. Which brand of laptop is best now days. Please Suggest me the best configuration.

Toshiba is good for both gaming and home use. The Toshiba Satellite M200 should fall under your specified pricing....
